How can you tell if a guy is really in to you?

I have known this guy for about 3 years now. I have liked him since the first time I saw him. We did have about 2 years ago but I was drunk and felt bad I told him thats not how I wanted it to happen. Now I still see him and I still stay with him on occasion. He snuggles with me but he is just so shy and I feel like I need to make the first mood. I can tell he is attracted to me and some of my guy friends have told me he is. His family likes me and my family knows him, he is actually kinda perfect for me. He was married before but she left 4 years ago he has not dated much since then. Everytime I look at him he stares me in the eyes. I just don't know if I should tell him how I feel or leave it alone. I'm so confused. Never been good at reading men.
